El autor nació en San Juan, Puerto Rico en 1959. Estudió en la Pontificia Universidad Católica de Puerto Rico de donde obtuvo sus grados de Bachillerato en Artes y Humanidades, con concentración en Ciencias Políticas (1982), Juris Doctor (1985) y Maestría en Derecho (1991). Es abogado practicante desde 1986. Actualmente cursa estudios en el Centro de Estudios Avanzados de Puerto Rico y el Caribe conducentes al grado de Ph. D. en Historia de Puerto Rico y el Caribe. En 2008 publicó el libro ASAMBLEA CONSTITUCIONAL DE STATUS PARA PRINCIPANTES. Ha publicado ensayos y artículos relacionados con la historia y la cultura de Puerto Rico, el Caribe y América Latina en revistas como la del Colegio de Abogados de Puerto Rico, el Ateneo Puertorriqueño, la Universidad de las Américas, el Instituto de Cultura Puertorriqueña, el semanario CLARIDAD y el periódico Gente Especial.
